Multi-member Voting: How It Works and How It Adapts to Electronic Voting

Table of contents

Multi-member voting is an electoral method that allows several candidates to be elected in a single ballot. Unlike single-member voting, where only one person is elected, this system is used when several seats need to be filled at the same time.

What is multi-member voting?

In a multi-member election, candidates stand individually (not on a closed list). Voters can select a fixed number of candidates, defined in advance (for example 3, 4 or 5). The candidates who receive the highest number of votes are elected until all the available seats are filled.

This system is commonly used in:

  • Professional elections
  • Association board elections
  • Certain internal elections in companies or organizations
  • Some local or professional representative bodies

How does multi-member voting work?

  1. The number of seats to be filled is fixed in advance.
  2. Candidates present themselves individually.
  3. Each voter can select a limited number of candidates (equal to or lower than the number of seats).
  4. The candidates with the most votes are elected.

Voters build their own ballot by choosing the candidates they prefer, within the authorized limit.

Multi-member vs single-member voting

Criterion Single-member voting Multi-member voting
Number of people elected Only one Several
Type of candidacy Individual Individual
Voter choice One candidate Several candidates
Typical use Presidential, legislative Boards, professional elections, associations

Main advantages

  • Allows several positions to be filled in a single election
  • Gives voters the freedom to choose different candidates
  • Simple to understand and implement
  • Suitable for associations, works councils, professional elections and internal governance

Important points to consider

  • The number of votes each voter can cast must be clearly defined
  • Clear rules on blank or incomplete ballots are recommended
  • The system can favor the most visible or well-known candidates

How multi-member voting adapts to electronic voting

Multi-member voting adapts particularly well to electronic voting. A dedicated online platform makes it possible to:

  • Display candidate photos, biographies and supporting documents
  • Let voters select the exact number of candidates allowed
  • Guarantee the security and confidentiality of the vote
  • Automatically count the results in real time
  • Ensure full transparency and traceability of the process

Organizing a multi-member election online saves time, increases participation and makes the entire process simpler and more secure for both organizers and voters.

Can voters rank the candidates in order of preference?

No. In classic multi-member voting, voters simply select the candidates of their choice without ranking them. Ranking candidates by order of preference is a different system (preferential voting or ranked-choice voting).
